Reindeer husbandry policies are guided by two independent principles: economic policy and indigenous peoples' rights.
Through the Constitution of Norway and international agreements the authorities have subjected themselves to a number of commitments meant to ensure indigenous peoples peoples' rights.
The Saami population has an confirmed historic right to the Reindeer trade in Norway.
Reindeer husbandry is generally recognized as a specifically Saami trade, an important basis for preserving Saami culture, society and language.
To facilitate economically, ecologically and culturally sustainable Reindeer husbandry is therefore of the utmost importance if Norwegian authorities are to fulfill their obligations to the Saami population.
