A wide range of institutions and organisations can benefit from the EEA and Norway Grants.
Funding is available for projects carried out by a wide range of actors, including, but not limited to:
- National and local authorities
- NGOs and civil society organisations
- Small and medium sized businesses (SMEs)
- Social partners
- Private and public enterprises
- Educational and research institutions
- Students and educational staff
- Etc.

Cooperation with Norwegian partners
Strengthening bilateral relations is a primary objective of the EEA and Norway Grants. To enhance cooperation, partnerships between organisations in Norway and beneficiary countries are widely encouraged.

- Bilateral funds
Partnership through the Active Citizens Funds
The Norwegian Helsinki Committee has been assigned the role of contact point for bilateral relations under the Active Citizens Funds, designed to support civil society in the 15 beneficiary countries. More information on their dedicated webpage and the Active Citizens - partnership database.
