Internet voting trials

Internet voting pilots were carried out in a limited number of municipalities during the local election in 2011 and parliamentary election in 2013.
Internet voting was a supplement to regular paper ballot voting, and it was only possible to cast an Internet vote during the advance voting period. Ten municipalities participated in the first trial in 2011. The same municipalities, in addition to two new, participated in the second trial in 2013. A total of more than 250.000 electors were given the possibility to cast their vote on Internet, and more than 70.000 electors used this possibility in 2013. This constitutes 36,3 per cent of everyone who voted in these municipalities. The trial with internet voting did not lead to increased turnout in elections.
The Ministry of Local Government and Modernisation decided to discontinue further internet voting pilot projects in 2014. As there was no broad political desire to introduce internet voting, the Government concluded that it would be inappropriate to spend time and money on further pilot projects.
Even though further pilot projects were discontinued, the trials provided interesting and valuable knowledge and experience.
