The technological developments within the audiovisual sector has led to a strong increase with reference to the availability of audiovisual content. As audiovisual content takes up more and more time of children and young people’s life the risk of getting in touch with harmful content increases simultaneously.
Children and young people’s right to protection against potential content that may be harmful to their well being is set out in the Child Convention’s article 17. However, this right is also set out in the Norwegian Constitution paragraph 100 where an exception regarding the prohibition against precensorship for measures necessary to ”protect children and young people against harmful content from moving images” is set out. This goal is promoted through laws and international co- operation.
