John Lyng’s Government was appointed by King Olav V in a session of the Council of State on 27 August 1963, effective as of the same day at 12 noon. It succeded Einar Gerhardsen’s Third Government, which had seen a vote of no confidence in the Storting after a mine accident at Kings Bay in Spitsbergen.
In a session of the Council of State on 21 September 1963, John Lyng's Government handed in its resignation, as votings on its government declaration had revealed that it did not have sufficient support in the Storting. Permission to leave was granted by King Olav V in a session of the Council of State on 25 September 1963, effective as of 12 noon the same day. At the same time, Einar Gerhardsen's Fourth Government was appointed, effective as of the same point of time.
