Norway has been connected to the EU’s gateway for verification of other countries’ COVID-19 certificates since 24 June. This means that entry quarantine measures have been eased for all people who have received a vaccine that is used in the EU/EEA. In addition to countries from the EU/EEA, Norway accepts COVID-19 certificates from England, Wales, and Northern Ireland.

We are working on solutions to expand this system to include people who have been vaccinated using vaccines approved in the UK, the USA, and by WHO. At present this means vaccination with Covishield (the AstraZeneca vaccine manufactured in India), Sinopharm, and Sinovac. It must be possible to check people’s COVID-19 certificates using a QR code that is accepted by the EU Digital COVID certificate (EUDCC) gateway. It will take some time before the system for these people is in place.

‘I am glad that we can now grant more people the status of fully vaccinated. We are also working on a solution that will allow Norwegians who have been vaccinated abroad with Covishield to have their vaccination registered in SYSVAK. We will give further details about when this will be possible later’, says Minister of Health and Care Services Bent Høie. 

COVID-19 certificates from four new countries accepted
North Macedonia, Turkey, and the Ukraine are now connected to the EUDCC gateway. Norway will also begin accepting Scottish Covid certificates that can be verified using a QR code from Friday 3 September at 5 pm. This means that people from these countries who have been fully vaccinated using a vaccine that has been approved by the European Medicines Agency (EMA), the UK, the USA, or WHO will be able to enter Norway without any restrictions.

The same applies to people who have recovered from COVID-19 during the past six months. For these groups, no travel quarantine will be required, and they will not need to provide proof of a negative test result, complete an entry registration form, or be tested at the border. 

Measures eased for people who participate in vaccine studies
In order to prevent participation in clinical trials of new vaccines from being a disadvantage, travel quarantine measures will be eased for people who participate in such trials in the same way as for people who have received an EMA-approved vaccine. This applies to clinical trials approved in the EU/EEA, the USA, and the UK, contingent on documentation of the vaccines administered in these studies by means of a COVID-19 certificate and connection to the EUDCC gateway.

This applies to a fairly low number of people, a few of whom will have received an actual vaccine, while others will have received a placebo. The Norwegian Institute of Public Health has determined that there is a very low infection risk associated with granting these people an exemption from travel quarantine. It will take some time before the system for these people is in place.
