The Panorama Strategy (2021–2027)

Panorama 2021 – 2027 – Norway's strategy for bilateral cooperation on higher education and research with key partner countries outside the EU.
In the previous Panorama strategy, 2016 – 2020, the Norwegian Government selected six countries outside the EU as key partner countries for bilateral research and higher education co-operation: Brazil, China, India, Japan, Russia and South Africa. Upon expiration, and following an evaluation of the previous strategy, the Government has launched a renewed Panorama strategy for the period 2021 – 2027.
The objective of the Panorama strategy is to view activities involving research, innovation and higher education within a cohesive framework, with strong linkages to business and industry.
In addition to the six existing partner countries, the renewed strategy also includes a further three countries; South Korea, USA and Canada. South Korea is an important research and technology centre of great relevance to Norway, and the USA and Canada have been key partners for the Norwegian research and higher education sector for decades.
The Panorama strategy has five main priorities:
- Constructive interaction in higher education, research and innovation cooperation
- Good links to working life and the business sector
- Good student mobility
- Good interaction between bilateral and multilateral Cooperation
- Research-based knowledge to achieve the UN Sustainable Development Goals (2030 Agenda)
