The Road Section is responsible for the planning, construction, operation and maintenance of the state highway system and has overall responsibility for the governance of The Norwegian Roads Administration. The section is also responsible for legislation governing roads and road traffic. Further, the section is responsible for toll financing and for state highway ferries as well as the development agreements with Nye Veier/New Roads.
The Road Safety Section is responsible for the Ministry’s work with road traffic safety and has administrative responsibility for the Ministry’s work with legislation governing road traffic safety, and the administration and development of road traffic legislation and the regulations governing commercial transport by road. The Urban Section’s responsibilities encompass amongst other matters the Ministry’s work with urban environments and urban growth agreements, partial state financing of major public transport projects, toll packages in towns and cities and area policy, public transport, and environmental & technology development that is relevant for urban areas.
The department is responsible for corporate management of The Norwegian Roads Administration and The Road Supervisory Authority.

Public Roads Section
Framework conditions and control systems for The Norwegian Public Roads Administration. Governance of The Norwegian Public Roads Administration. Responsibility associated with planning, construction, operation and use of road infrastructure. Long-term planning and budgets within the road sector. Toll road cases and road financing. Environmental cases for the road sector. International road cases. The Road Act and regulations and issues associated with the Planning and Building Act.

Section for Traffic Safety
The section controls the work on traffic safety on roads and the administration of the Road Traffic Act and associated regulations. Areas of responsibility include road rules, speed limits, safety equipment, sanctions, driving licences and driving licence entitlement, commercial driver training, working hours for drivers, driving under the influence of intoxicants, signs, road-side controls, vehicle workshops, periodic inspections of motor vehicles, small electric vehicles and electric bicycles. Urban Transport Section
Urban environment and urban environment growth agreements, including state part-financing of large public transport projects (50/50 scheme). Toll road packages in towns and cities. Toll financed urban packages including large state highway projects. Reward schemes. Land use policy, public transport, environment and technology development which is relevant to towns and cities. Coordination of urban policy. Local air. Parking regulations. Administration of relevant regulations. International work relating to land use and transport planning in urban areas.
