Ellen Moen Rønning-Arnesen was appointed State Secretary in the Ministry of Health and Care Services on 26 November 2021. Rønning-Arnesen holds a Master’s degree in Political Science from the London School of Economics, as well as a Bachelor’s degree in European Studies in the Department of Comparative Politics at the University of Bergen.

She arrives in her role from the post of special adviser at Oslo University Hospital where she was responsible for the implementation of medical communities in Oslo.

Rønning-Arnesen has previously worked as part of the Norwegian Labour Party’s parliamentary group. She has also served as secretary to the Vice Mayor for Health, Ageing and Municipal Services in Oslo’s city government.
