Announcement of this year’s threat and risk assessments

On 12 February, the Norwegian Intelligence Service, the Police Security Service, and the Norwegian National Security Authority published their open threat and risk assessments.

Minister of Defence Bjørn Arild Gram and Minister of Justice and Public Security Emilie Enger Mehl opened the press conference. Next, the head of the Intelligence Service, Rear Admiral Nils Andreas Stensønes; head of the Police Security Service, Beate Gangås, and the head of the National Security Authority, Lars Christian Aamodt presented their assessments on current security issues.

‘The security policy situation we live in is a serious one. There is a full-scale war of invasion going on in Europe. We are facing a watershed moment. Small states such as Norway must navigate wisely. We need to take into account risks factors related to security policy in decision-making in all sectors. Norway and Europe must be prepared to shoulder more responsibility for their own security and that of allies. The reports being published today emphasise that the world has become a more dangerous and unpredictable place,’ said Minister of Defence Gram.

‘The changes in the security policy situation make it particularly important to stress total defence and emergency preparedness efforts. This affects all sectors of society, both civilian and military. The threat picture in Norway is complex and taxing, and the Government has taken important steps to strengthen national security and control. At the same time, together we must do more to increase security across society. This is now being included in our ongoing work on the Total Preparedness Report,’ said Minister of Justice and Public Security Mehl.

The reports

In its annual threat assessment  ‘FOKUS’, the Norwegian Intelligence Service provides an analysis of the status quo and expected developments within thematic and geographic areas which the service considers to be especially relevant for Norwegian security and national interests.

The Police Security Service’s (PST) annual threat assessment is an analysis of expected development in PST’s areas of responsibility, such as terror, espionage and threats against dignitaries.
